Project Management Services for Development of Ecotourism at Sagar Island, West Bengal

1. The Government of India has received a credit from the International Development Association towards the cost of the ICZM Project, and intends to apply a portion of the funds to eligible payments under this Contract for which this Request for Expression of Interest is issued.
2. Sagar Island is one of the islands under Sundarban Biosphere Reserve with a population of 200,000; an average annual tourist footfall about 10 lakh, peaking at around 3 lakh for 5 days during the Sagar Mela (fair).
3. The objective of this Consultancy is to project management support to the Sundarban Infrastructure Development Corporation Limited (SIDCL) to the satisfaction of the SPMU for planning, designing and construction supervision of appropriate and comprehensive (i) solid waste management system, (ii) sanitation facilities including toilets and sewage treatment, (iii) site drainage; (iv) landscape treatment including roads, pavements, illumination and signage, (v) ecotourism including theme gardens, meditation centers, mythological museum, and ecoturism huts on and around the Sagar Mela ground near the Kapil Muni temple. All of the above will need to use the best practice regarding community involvement and ownership, appropriate architecture, applicable coastal zone regulations, and pollution management.
4. SPMU, ICZM Project, West Bengal now invites eligible Consultants to indicate their interest in providing these Services. Interested consultants must provide information indicating that they are qualified to perform the Services. The expression of Interest must include brochures and other documents describing qualification and experience of the firm, description of similar assignments undertaken, qualifications, skills and availability of key personnel, financial capability, and availability of resources and facilities that would be required for the assignment. Consultants may associate to enhance their qualifications, as far as all associated firm are jointly and severely liable to perform the services if selected. The EOI should clearly confirm this nature of association, and specify name of the lead firm.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by Bank Borrowers, May 2004, Revised October 2006 and May 2010. Interested Consultants may obtain further information from the Contact Person between 10 AM And 5 PM on all working days.

Tenderers should have experience in executing similar nature of work as specified in the detailed NIT accompanying the item of works. The intending tenderer shall have to submit original and attested copies of PAN Card/SARAL, VAT Registration certificate, Professional tax clearance and credential certificate etc along with the application.

The participating tenderers shall have to quote their offer on the estimated amount put to tender as mentioned in the accompanying priced schedule along with IESWM Form No. 1 which can be collected from the office within working hours. The quoted rate should be mentioned both in figure and words and which should be inclusive of all taxes, charges and every demand.

The participating tenderer must have credentials in execution and satisfactory completion of similar nature of work related to Rooftop rainwater harvesting based drinking water supply scheme, the completion cost of which not less than 50% value of the work in a single contract for an individual unit at specific work site under any Government/ Semi Government organization. The construction agency having no previous experience in executing Rooftop rainwater harvesting based drinking water supply scheme no tender paper will be issued in their favour by this end. No further claim whatsoever on this score will be entertained.

3. The objective of this Consultancy is to:
  • Prepare a techno-economic feasibility study for an ISWM covering Action Plan; and analyze and finalize implementation options such as EPC, DBO and other PPP options
  • Provide Transaction Advisory services for implementation of selected options of ISWM including assistance for bidding process

Expression of Interest (EOI) is invited for preparation of Detailed Project Report (DPR) for three Waterbodies (Chupichar beel, Mathura beel and Alipurduar Lake) in West Bengal under NLCP Guidelines, MoEF, Govt. of India.

4. 50% payment will be made on the basis of work completed and delivered.
5. 50% of the payment made only after the acceptance of the Space Applications Centre.
6. The work should be completed within 90 days.
7. The order may be terminated if the quality of the deliverable does not match the requirement of SAC.

Request for Expression of Interest (EOI) for Livelihood Development of Disadvantaged Sections in Sagar Island
 
1.Government of India has received a Credit from International Development Association for Integrated Coastal Zone Management Project, West Bengal and intends to apply part of the proceeds of this credit to payments under the contract for hiring services of Community Based Organizations to manage and implement Livelihood Enhancement Activities for the disadvantaged coastal communities living in 9 (nine) Gram Panchayats of Sagar Island, West Bengal.

2.Additional Project Director, SPMU, ICZMP, West Bengal invites Expression of Interest (EOI) from reputed NGOs/CBOs working in the 9 (nine) Gram Panchayats for short-listing. Selected CBOs will be required to provide services for capacity building support for the targeted coastal community groups; developing a program of activities in deep and active partnership with the communities; and for supporting implementation of the activities demanded by and agreed with these targeted communities including appropriate technological and project management inputs with an aim to make the community level economic enhancement activities sustainable.

3.Interested NGOs/CBOs with relevant experience in livelihood promotion for disadvantaged section of the communities may submit EOI indicating that they are qualified to perform the services. The EOI needs to indicate (1) Organizational profile including a copy of the appropriate registration certificate, a statement on the staff strength; (2) a list of similar works or projects undertaken; (3) a statement on the specific experience of implementing projects and organizing community capacity building activities in the Sundarban areas; (4) a statement on the availability of full-time staff employed in Sagar Island; (5) a statement of the office set up and other infrastructure available in possession at Sagar Island; (6) annual reports and (7) audited statement of accounts of last three years.

4.NGOs/CBOs will be selected in accordance with the procedures set out in the Community Procurement Manual of the Integrated Coastal Zone Management Project, and in accordance with the World Bank's Guidelines related to community contracting.
