Terms of Reference (TOR) for Project Scientist

A. Background :

The Institute of Environmental Studies and Wetland Management (IESWM) is a Research Institute functioning under Department of Environment, Govt. of West Bengal and is carrying out various research works related to the Environment and Ecosystem. The Institute is an authorized agency of Ministry of Forest & Environment and Climate Change, Govt. of India for preparation of Coastal Regulation Zone (CRZ) maps demarcating High Tide Line (HTL) and Low Tide Line (LTL). In connection with this, the Institute has been assigned to prepare Coastal Zone Management Plan following CRZ notification 2011.

B. Objective:

The purpose of the assignment is primarily to prepare Coastal Zone Management Plan (CZMP) for the West Bengal Coast. In order to meet the objectives, the incumbent will be required to interact with Stakeholders, Coastal Fishermen, Officials of various Government Departments and monitor scientific data collection and analysis thereof as per need.

C. Terms of Reference for engaging Project Scientist:
 
a) Project Scientist will be required to study satellite images, maps, survey reports etc.
b) Project Scientist will be required to interpret images, geomorphological signature and other features and co-relate images with other maps.
c) Project Scientists will be required to rectify/digitize maps and prepare CRZ maps following structured methodology.
d) Project Scientist will work on all CRZ related works and also all GIS related works taken up by the Institute.
e) Project Scientist should be ready to go to field to conduct/supervise field research activities, which can involve the development of sampling methodologies and to gather samples.
f) Project Scientist has to execute the works in a mission mode, so he/she may be required to work on Saturdays, Sundays, holidays and beyond office hours.
g) Project Scientist will have to assist in any other works, in any other projects, as assigned to him/her by this office.
 
D. Other Details:
 
1) Name of the Post: Project Scientist
2) No. of Posts: 3 (Three)
3) Tenure: 5 months initially with the possibility of further renewal.
4) Remuneration: Rs. 16,500/- per month (Consolidated).
5) Age: Maximum 35 years as on 01/01/2017.
 
E. Eligibility:

The Project Scientist should have:
 
a) Master degree in Env. Science / Geography / Geology / Marine Science / Oceanography / Geophysics from any recognized University.
b) Certificate / Degree / Diploma in any Geo-information (RS/GIS) course.
c) At least two years’ experience in GIS / RS applications.
d) Experience of RS/GIS applications preferred in coastal areas / related domain.
e) Should have ability to assess the quality of the data/reports etc.
f) Should posses excellent communication skills especially written communication.
 
F. Selection:

Stage 1: Hands on experience will be checked through computer based small exercise.

Stage 2: Successful candidates from Stage 1 will be interviewed.
 
G. General Instructions:

c) Applicants will have to produce proof of details in original as furnished in the application, during interview or as required.
d) It may be noted that if in any stage, it is discovered that an attempt has been made by the applicant to willfully conceal/misrepresent the fact/s, his/her candidature will be summarily rejected or the engagement will be terminated, as the case may be.
e) Applications received after due date, unsigned applications or incomplete in any respect, will not be considered.
f) This engagement will not confer you any claims, rights, interests or further claims for any job or further engagement/appointment in IESWM. IESWM has no obligation to extend the engagement period.
g) This engagement can be terminated at any time with one month’s notice from either side without assigning any reason whatsoever.
